Like a naughty boy, President Rodrigo Duterte was smiling when he admitted on Friday night that he was the one who ordered Director General Ronald “Bato” dela Rosa to reinstate a police official whom the Philippine National Police chief had sacked for involvement in illegal drugs.

In his talk last December 2, 2016, it became apparent that Duterte had Supt. Marvin Marcos reinstated so that the police official would commit mistakes that could eventually incriminate himself.  Knowing that "transferring" a officer who is perceived as "clean" would lower the morale of the police force.  Duterte let Marcos and his gang of corrupt police officers do what they needed to do to cover their tracks. And it appears that one of the tracks they wanted to cover was Mayor Espinoza.

In a talk with reporters in Davao City, Mr. Duterte said he directed his special assistant Christopher “Bong” Go to call Dela Rosa for him. When he got Dela Rosa on the line, he told the PNP chief not to remove Supt. Marvin Marcos because the PNP Criminal Investigation and Detection Group (CIDG) director was being watched.
