Terror, fear hinder journalism

THERE was a time my colleagues at the PCIJ threatened to print shirts that said "I am not JJ" in front and "Neither is she my friend" at the back.

The (hopefully) feigned betrayal stemmed from the stories I was writing at the time about the Ampatuan clan, how its members wielded power, and the sorry state of public education in the province of Maguindanao.

Gallows humor made the fear bearable back then, but now it has become clear that what I was dealing with was no laughing matter. In one barbaric, gruesome Monday morning, the monster created by clan wars, warlords, and the tacit approval - and exploitation of it - by high government officials claimed the lives of over 40 people, among them women and journalists, in one of the province's lonely roads.

Maguindanao is a beautiful province. But its clear rivers and streams and green fields are red with the blood of some of its own people, as these had been in far too numerous instances in the past.

For now, Frances Cynthia Guiani-Sayadi, solicitor general of the Autonomous Region in Muslim Mindanao or ARMM, of which Maguindanao is part, is calling on media to be fair and not to preempt the investigation into Monday's carnage.

"We are looking at different angles," she told PCIJ in a brief phone interview Tuesday. "We are looking for the culprit and let's wait for the result of the investigation." She declined to make any other comments.

How does a local journalist cover Maguindanao? Based on what I witnessed while doing fieldwork for my stories last year, carefully - very, very carefully, as one would circle over a bomb that may or not go off.

One local journalist, for instance, had flatly refused my request for help in getting a face-to-face interview with Maguindanao's Andal Ampatuan, the clan patriarch and chief executive of the province. The journalist had once accompanied a foreign colleague in interviewing the governor; when that story yielded an unflattering picture of Ampatuan, the local journalist was summoned to a dressing down in the old man's mansion. He calmly took the barrage, convinced he could have faced much worse.

A handful of other local journalists also warned me against crossing the Ampatuan clan, but they were helpful enough to get me in touch with Norie Unas, the provincial administrator. Unas told me that the governor would not agree to an interview.

Ampatuan rarely goes to the capitol. It is the capitol, via Unas, that goes to Ampatuan. The governor conducts business in his mansion just across the newly-built capitol.

Almost every month, the old Ampatuan and members of his clan go to Manila, but his security cordon remains as tight as that in Maguindanao. The same is true for other officials in ARMM. I counted four security people assigned to an ARMM department head who I interviewed in Manila.

Journalists, of course, rarely have any security detail - even in places where having one could be a good idea.

Needing a picture for the story I was doing on education in Maguindanao, I asked a photographer in the region for some shots of students or schools there. What he sent were "happy pictures" of students seemingly drowning in books and other resources. He said he had taken them during one of those school visits arranged by local officials.

The pictures didn't quite go with what I had seen and written about - the dismal state of education in the province. And so I requested other shots, but was rebuffed politely. It was explained to me that even while the photographer was based in a city several provinces away, the risk would be the same.

I needed other pictures for my story about the Ampatuans, and I stumbled upon a photo of some members of the clan with President Gloria Macapagal Arroyo in Malacanang. But the photographer refused to have his work associated with my story, saying the Ampatuans knew he had taken it.

It is not difficult to appreciate the fear. Despite having asked Unas for permission to take pictures of the façade of the newly-built capitol, I was only able to take half a dozen, most of them embarrassingly ugly. The capitol's fatigue-clad guard kept on shooing me away, and my camera was no match for his armalite.

A Manila-based journalist also recalls instructing her cameraman to take footage of the expensive 4x 4s in the ARMM head office's parking lot - and ending up with no shot. Armed men who ordered them to leave the area made sure of that.

Sheer ignorance may make non-ARMM journalists willing to go farther than their local counterparts, but wariness soon creeps in. While locals refer visiting journalists doing stories on Maguindanao to two hotels in Cotabato City, the suggestions come with comments that one can easily be traced in these places. Locals also make it a point to say that although Cotabato City is closer to Shariff Aguak, the capital of Maguindanao, than Tacurong City, the latter's larger population can be a refuge.

Visitors to Maguindanao are advised to be indoors before it gets dark, a dictum closely observed even by locals. And while there is greater anonymity in taking public transport, the presence of tanks and clumps of uniformed and armed men in many areas do not calm the nerves of someone not accustomed to them.

For sure, covering Maguindanao poses unique problems. A hit-and-run tactic by parachute journalists prevents them from staying informed and updated, but local journalists may not want to venture far enough either because they fear their whereabouts can be traced. A source, meanwhile, can be easily threatened, no matter how high his or her position in government is.

These became apparent to me while I was there, but I was reminded of this again weeks before my stories on Maguindanao and the Ampatuan clan were to come out: The PCIJ suddenly received word from a fellow journalist that a member of the clan was making inquiries about me.

That prompted someone in the PCIJ to buy me a shirt that said, "Every time I have a great idea, I get into trouble." - PCIJ, November 2009

Either one is scared of his past mistake/s (Judas Escariot who hanged himself), one's own shadow (Alexander's horse), or not Rizalian enough, if not a coward (like Neo Nazis who only feel strong when in a BIG GROUP, armed with baseball bats or knives or guns!) and/or unstable with a missing screw (must see Dr Pavlov or Dr Ruth or Dr Jekyll, who are either long dead, dying or a product of one's imagination, whichever).

From what I've learned of the Great Malayan, Dr Jose Rizal, he never feared TRUTH! Also, when he exposed/wrote about Spanish abuses, he had no qualms using the right terms, words, adjectives.

TRUTH scandalizes/exposes the wrongdoer, won't hurt the truthful.
It also helps humans better understand reality.

From a distance, it's funny to watch humans expose their true character and strength, when CONFRONTED with life-threatening situations.
But, what is life-threatening in the KOR? OK, their much-coveted titles, sashes, ranks, positions, which one may not be deserving of, or?

AN OPEN LETTER TO COMELEC AND THE FILIPINO PEOPLE

We, sons of St. Francis of Assisi of the Order of Friars Minor of the San Pedro Bautista Province, gathered together today , December 12, 2009 to celebrate in our fraternity the birth of the Son of Justice express our deep outrage and concern at the decision of the COMELEC to remove Gov. Grace Padaca from office as Governor of Isabela.

When Pilate sentenced the just and honest man, Jesus, Pilate condemned himself. We are not unaware of how the COMELEC has allowed itself to be prostituted to the altar of greed for power.

The massacre in Maguindanao has unearthed collaborating evidences of the truth about the Garci scandal in 2004 and the cheating in 2007 where the opposition candidates got zero votes.

Padaca and Panlilio have stood up against odds to honestly serve their constituents and resist corruption. Grace Padaca has even risked her position just to run after powerful people destroying the Sierra Madre. Panlilio has sacrificed temporarily the joy of offering the sacrifice of the Mass.

These governors have sustained the hope of millions of Filipinos that there is still a possibility to struggle for a better Philippines through elections. Remove them from office and you send a very strong message to the Filipino people that COMELEC cannot be trusted in this coming election.

They will have to look for an alternative to a peaceful transition for power. We appeal to the commissioners, officials and employees of the COMELEC not to be influenced by Bielzebub, the king of lies. May you heed the call of the advent season to repent and be converted to the Lord.

Stand up to the challenge of the truth and to your sacred duty to guard democracy.

At the height of the Marcos dictatorship the Spirit of truth inspired COMELEC employees that they could no longer stomach the lies of the Marcos government. They simply walked out of their job and that paved the way for people power. We became free from dictatorship.

We appeal to all Filipinos of goodwill. Be courageous. Resist evil in all its forms even if it means sacrifice!

In God the All powerful we have nothing to lose.

If you do this, God will bless us with the birth of the Sun of Justice and Love: good governance and honesty where the people especially the poor are the masters and not those greedy for wealth and power.

Al Sharpton Blasts Tiger Woods for Lack of Mistress Diversity

The Rev. Al Sharpton held a press conference today to blast Tiger Woods for the lack of diversity among his mistresses. Sharpton claims that the lack of African-American women among Woods’ harem will have a negative affect on the black community, specifically young black girls.

“Why is it that a man who calls himself black can’t bring himself to cheat on his wife with a black woman?” said Sharpton, speaking to a group of supporters in Harlem. “What does it say to young black girls everywhere when you pass them over? Shame on you, Tiger Woods. What would your daddy say?”

Sharpton, who has long championed taking black women as mistresses, said that today’s black athletes need to stop neglecting black women when it comes to extramarital affairs, and should follow the examples of positive black role models such as Jesse Jackson and Martin Luther King, Jr., both of whom cheated on their wives with black women. Sharpton also stressed that cheating with African-American women would help the black community financially by giving black girls the chance to sell their stories to tabloids and gossip magazines.

Added Sharpton, “I’m not asking you to not cheat on your wives, I’m just asking you to give back to your own community.”

'Mayor laughed as he gunned down pleading journalists'

MANILA, Philippines - Journalists knelt, wept and pleaded for mercy, but Datu Unsay Mayor Andal Ampatuan Jr. gunned them down and even laughed, according to two witnesses now held by the government.

The witnesses separately detailed how the Nov. 23 massacre, which left 57 people dead, was allegedly carried out by Ampatuan Jr.

The two witnesses also directly implicated former Maguindanao governor Andal Ampatuan Sr. in the massacre.

A supposed member of the private army of the Ampatuans submitted an affidavit to the National Bureau of Investigation (NBI) detailing how Ampatuan Jr. carried out the murders on the orders of his father.

In his affidavit, Kenny Dalandag, a member of Ampatuan’s private armed group, said Ampatuan shot Jimmy Cabillo, a reporter of the Midland Review, one of the 30 journalists accompanying the ill-fated convoy of the Mangudadatus on Nov. 23.

Dalandag’s affidavit was detailed by GMA-7, also accusing Ampatuan Sr. of directly ordering his son to carry out the massacre the day before it took place.

Dalandag narrated how the elder Ampatuan gave the order to his son during a family gathering that was attended by Autonomous Region in Muslim Mindanao (ARMM) Gov. Zaldy Ampatuan, acting governor Sajid Ampatuan, Shariff Aguak mayor Anwar Ampatuan, and other relatives, namely Saudi Ampatuan Jr., Ban and Ulo Ampatuan.

“Kung dumaan ang mga Mangudadatu, ubusin sila lahat, pati mga bata, walang itirang buhay kahit isa (If the Mangudadatus pass through, wipe them out, including the children, don’t leave anyone alive),” Dalandag quoted the Ampatuan patriarch as saying to his son, locally known in the province as Datu Unsay.

Dalagdag’s testimony was quoted by GMA-7 in its website detailing how the massacre was planned and carried out.

Another witness, a local official of the province, also provided ABS-CBN details on how the elder Ampatuan directed the massacre.

The local official also submitted an affidavit to the NBI also implicating Ampatuan Sr. in the killings.

He narrated how the former governor gave the order to his son, overhearing their conversation over mobile phone.

The witness also gave a first hand account on how Ampatuan Jr. carried out the orders of his father to the letter to get rid of the Mangudadatus, their political rival.

The witness added Ampatuan Jr. even laughed after shooting at Cabillo, who was on his knees begging for his life.

Although the witness was not identified by ABS-CBN in their report, the same official was mentioned by GMA-7 as Ampatuan vice mayor Rasul Sangki.

“Then (he) started shooting the victims as soon as they were brought in front of him, some were already on their knees, crying and shouting for mercy,” Sangki said.

“In fact, one media known to Datu Unsay who fondly called him 'Pal-ak' pleaded for his life but still (Ampatuan Jr.) shot him to death,” Sangki added, referring to Cabillo.

But the pleas were left unheard. Ampatuan Jr. even kept on shooting at the bodies while laughing at the top of his voice, according to Sangki.
