New Philippine Ambassador Assumes Post

His Excellency Enrique A. Manalo arrived in Brussels on February 19 and assumed his post as the new Philippine Ambassador to the Kingdom of Belgium and the Grand Duchy of Luxembourg and Head of the Philippine Mission to the European Union.

Ambassador Manalo's experience in the foreign service has gone a long way. He has represented the Philippines and contributed significantly in forming Philippine foreign policies in the multilateral fora, such as, the United Nations (UN), World Intellectual Property Organization (WIPO), Asia-Europe Meeting (ASEM), Non-Aligned Movement (NAM), Human Rights Comission (HRC) and the Association of South East Asian Nations (ASEAN).

He served as Ambassador and Permanent Representative at the Philippine Mission to the United Nations in Geneva, Switzerland (21 October 2003 to 30 June 2007). He was also the Ambassador and Deputy Permanent Representative at the Philippine Mission to the United Nations in New York (18 December 2000 to 2003). During these periods, he was elected as President to a number of Intellectual Property (IP)-related meetings, such as: the 41st and 42nd Sessions of the WIPO in Geneva (2005-2007); the WIPO Construction Selection Board in Geneva (2005-2007); and the 4th Session of the WIPO Permanent Committee on Cooperation for Development Related to Intellectual Property (PCICD) in Geneva (April 2005). He also Chaired a number of UN meetings on human rights, disarmament, and others.

Ambassador Manalo has headed various delegations of the Philippines to several meetings namely: the Asia-Europe Meeting (ASEM) Ministerial Conference in Hanoi (May 2009); the Non-Aligned Movement (NAM) Coordinating Bureau Ministerial Meeting in Havana (April 2009); and the 1st Session on Human Rights Council in Geneva. Ambassador Manalo also served as Chairperson of the 3rd Regular Meeting of the Ballistic States to the Hague Code of Conduct Against Ballistic Missile Proliferation in Vienna (November 2004), and the Economic and Social Committee Summit Meeting of Non-Aligned Countries in Kuala Lumpur (2003) and in Durban (2002).

The Ambassador's other foreign assignments include as Minister Counselor at the Philippine Mission to the United Nations in New York (June 1992-1998), First Secretary and Consul at the Philippine Embassy in Washington DC (1986-1989), and Third Secretary and Vice Consul then Second Secretary and Consul at the Philippine Mission to the United Nations in Geneva (1981-1986).

In the Home Office, he was the Undersecretary for Policy (August 2007 to 18 February 2010) prior to his current posting in Brussels. He also served as Assistant Secretary of the Office of European Affairs (06 July 1998 to 2000), Special Assistant to the First Undersecretary (1989 to 1992), and Special Assistant of the Office of the Deputy Minister (1979 to 1981).
