Lazir's submitted memo 005/2008 is not GENUINE, but was a bait that IHQ took and swallowed, hook, line and sinker!
Sir Delfin has a valid right to ask and to know. Every paying member has, although taken for granted by IHQ.
Lazir personally likes the way Sir Manny Yanga wrote his first name Backwards, symbolic PROTEST of how the trio Quiambao, Esguerra, Samuela talk Rizalism, while doing the OPPOSITE!
Actually, their names should be written in Reverse, for bringing WRONG to this once illustrious KOR: Oabmaiuq, Arreugse, Aleumas!
This KOR was respectable, until Quiambao acted like this KOR is Personal Property, holding elections ALWAYS in Luzon. Why? To perpetuate himself and his minions in power forever? To make all their friends KGORs, deserving or UNDESERVING? Does length of time running the KOR make one a BETTER Rizalist, or the exact opposite?
Didn't Quiambao promote Paras April 2001 to KGOR in Florida, within 1 month after a petition with FAKE claims was submitted by Nollas, Apolo de Guzman & company, March 2001? How come no complaints from other Knights? Scared to be expelled by IHQ?
Based upon the KOR Manual, Paras would NEVER pass nor qualify for KGOR! Strictly-speaking and if KOR rules are followed to the letter, not even as a KOR applicant! And WHY are Quiambao, Esguerra, Samuela still running the KOR show, despite their blatant violations of Sec 4, 7 & 8 of RA 646?
Fine to violate RA 646, just do not violate the KOR Manual a la Moreno? Or Samuela will run after you? Wow!
One law for Quiambao, for Esguerra, for Samuela and their minions?

Take note, two of the Trio are lawyers! Don't they know the KOR law RA 646? If not, that makes them guilty of Article 3, Philippine Civil Code (Ignorance of the law excuses no one from compliance therewith.)
So, aside from Padre Damaso being the father of Maria Clara, what compromising ACT did Quiambao do (in Paras' possession? Video footage? Pictures?) that gives the latter some CONTROL over the former?
Why this particular question?
Some events IHQ REFUSE to explain:
1. Sir Hilario Davide ordered Paras in 2006 to explain within 10 days (24 hrs?) a formal, signed/notarized complaint of Sir Klaus Hartung on Plagiarism. Did Paras comply? Did Quiambao wash this away, anyway because Sir Hilario leaves shortly for his diplomatic post in NY? Did Esguerra also do a wishy-washy, once he took over as Deputy S Cdr, when Sir Hilario left?
2. How come Sir Jun Zerrudo and Moreno got ILLEGALLY expelled, but racist Paras is still in Good Standing? Why is racist Alcoba still in Good Standing? Is this not abuse of Power by Quiambao & Esguerra? Why is Samuela not investigating? Scared of or friend of Quiambao, or both?
3. Didn't Paras lambast European Knights of "RACISM" in a speech he personally delivered, somewhere in the Black Forest, Germany? Among the witnesses present was Dr Sir Fritz Hack-Ullmer, who vehemently protested, knowing that his great grandfather, Pastor Karl Ullmer, took Dr Jose Rizal in a sovereign act of solidarity with a penniless Asian into the Vicarriage! Why is Paras still in Good Standing despite this? Why are Quiambao & Esguerra SILENT again? How come Samuela doesn't want to investigate this? No favoritism?
4. Undeserving Paras boys that got KGOR: Guansing, Nollas, racist Alcoba (personally conferred by Esguerra, July 2007, Paris); Palomar (September 2009, Prague). Unqualified to become KGORs, how come they are KGORs?
5. Paras and his boys reportedly left the El Filibusterismo Chapter, Brussels, when Paras' couldn't get what he wanted (CONTROL of said Chapter, despite his observable mediocre knowledge of who is Dr Jose Rizal!, despite losing in the elections held!). Even the Brussels Philippine Embassy meeting didn't resolve the issues favoring Paras!
6. Quiambao was in Brussels. Paras reportedly formed a new KOR Chapter. Is it Rizalian to form a new Chapter WITHIN a Month or two, to allow a new Chapter, after LOSING in the elections? Quiambao couldn't say NO?
7. Paras and his boys reportedly still has CONTROL of various El Filibusterismo records, files, hundreds of pictures, in their hands. Sir Carmelo Gempesaw ordered the return by Paras of these, in 2003 (?). Paras denied possession, pointing somewhere. Why does Quiambao tolerate such un-Rizalian behaviour of Paras?
8. What outstanding qualifications did Guansing bring with him to become Europe Regional Commander RY 2008-2010? Any ONE valid reason, other than the "say-so" of Paras? How come Esguerra (and the KOR Supreme Council?) officially appointed Guansing? Quiambao's dictate?
9. Sir Hilario Davide Jr, Supreme Commander RY 2006-2008, officially appointed able Sir Lucien Spittael European Regional Commander for the same period. How come Sir Hilario reversed this decision AFTER Sir Hans Schoof telephonically informed European Knights? Another Quiambao dictate?
10. Can Esguerra say his subsequent sustaining decision to keep Paras, Rizalian? Is Esguerra PROUD to stay this decision? Is Quiambao PROUD to have reportedly HOODWINKED his good neighbor, Sir Hilario, to recall his previously-signed appointment? Are Quiambao and Esguerra ALRIGHT to make such whimsical changes, never mind if it is Cantankerous and Detrimental to KOR interests?
11. Anything POSITIVE THAT THE FILIPINO YOUTH CAN LEARN from the above acts supported, if not personally carried out by Supreme Commander Virgilio Esguerra, from the leadership qualities of Council of Elders Member Rogelio Quiambao, from the lawyering & investigative qualities displayed by Supreme Pursuivant Samuel Samuela?
12. Shouldn't we FILIPINO Knights BEGIN to feel SHAME having such Trio Run and Control the KOR?
13. CAN'T WE VOTING KNIGHTS RID OUR ORGANIZATION OF SUCH ABUSE?

To all fair-minded Rizalists:
is a good sign of Spring or it?s probable that the letter could have been authored by Sir Ricardo Aquino, the latest reply from Manila IHQ nevertheless, speaks of ?transparency? no matter how vague or blurred you interpret the word.
This Lasir story of consistent diatribe has been going for years and the ex-KOR member from Heidelberg, Germany has not mellowed down?? in fact he was delighted to know that Manila has not really missed his emails!
Sir Delfin Palillo rightly pointed out that as members who check first questionable authenticity don't easily take sides but as spectator, you could not be good judge if you not are given the benefit of comparing the Resolution No. 005 both from Lasir's version and that of Manila IHQ.
If Sir Lasir is truly Rizalian, he knows his responsibility as Mag-inoong Filipino that he is answerable to his words and action. In short, he should be ready for any legal action that Manila IHQ will file in court. His defiance against any legal action, mystifies me! Does it mean he has the "SMOKING GUN? or the KOR Supreme Council a toothless "PAPER TIGER?
