SHOCKING: Supt. Dumlao napasuko ni President Duterte sa loob ng 20 minuto

Philippine National Police chief Director General Ronald dela Rosa on Sunday night reported to President Rodrigo Duterte in the middle of a press conference that Superintendent Rafael Dumlao, tagged in the Jee Ick Joo kidnap-slay, is now under police custody.

"Custody na. Mabuti Dumlao, abogado ka pa naman," Duterte said in a late night press briefing in Malacañang following a command conference with top security officials.

Before Dela Rosa's update on Dumlao, the President gave the police officer 24 hours to surrender to the authorities or he will put P5 million bounty for his capture, dead or alive.

"If you do not come out soon, I will offer dead or alive, ikaw mismo Dumlao, P5 million. Dead of alive. You deliver him to me dead, okay ako. Dalhin mo dyan sa gate ng Malacañang patay, buhay, okay sa akin. Dead or alive," Duterte said earlier.

"Itong si Dumlao, you better surrender or clear yourself. Kung wala kang kasalanan, bakit ka umalis sa Crame?" he said.

Dumlao, who was under restrictive custody by the Philippine National Police (PNP), left Camp Crame late Friday.

Dela Rosa on Saturday said Dumlao had asked for permission to leave camp, but was not given the approval.

Duterte said Dumlao is "putting the reputation of the police in shambles."

"'Pag hindi ka lumabas, patungan kita ng 5 million. I'm giving you exactly 24 hours pag hindi that reward goes into effect," the President said.

Dumlao is the immediate superior of Senior Police Officer 3 Ricky Sta. Isabel, one of the policemen tagged in the Jee kidnap-slay. Sta. Isabel had said Dumlao masterminded the crime.

Duterte also said during the press conference that he is giving the National Bureau of Investigation 48 hours to produce the two civilian assets tagged earlier by Dela Rosa in the kidnap-slay of the South Korean businessman.

Justice Secretary Vitaliano Aguirre II earlier disclosed to GMA News that one of the civilian assets, Jerry Omlang, has surrendered to the NBI on Friday night. He said the civilian asset is asking protective custody from the bureau.

Duterte said if the NBI fails to produce the two assets, he will relieve the bureau's director, Dante Gierran.
