EDUCATION IS NOT A GUARANTE FOR CHANGE!

To all my jury systems skeptic friends,

There is general consensus in this forum and in others; and every persons who posted in egroups, those I’ve talked to my state of MN, in the Philippines among my relatives and friends and ordinary people I’ve interviewed in the streets markets and shopping centers/malls of Bacolod, Metro-Manila, Antique, Isabela and so on, is GRAFT AND CRRUPTION – the untreated cancer that has metastasize from the government to the private sectors; that is killing the nation. The main reason for G&C is so ingrained and wide spread in LACK OF ENFORCEMENT of Philippine Laws.

We have very good Philippine Laws but we do not enforce them. The results is the unlawful exercise of criminal activities by the rich, powerful and influential government and private sector citizens of the homeland.

Many studies and recommendations [from local, national and foreign governments and NGOs] had been made; and legislation of new laws have been introduced decades ago proved all ineffective. Those treatments [tried years before] for this cancer are not the right/correct ones.

Here are some figures I’ve encountered in my interviews – for G&C the fee of doing business in 25-30% for the BIG BOYS; around10% for the small boys. So for the average cost for doing business is 35-40% - translated as for a PhP1,000,000.00 contract only PhP600,000-650,000.00 goes to the actual project. No wonder the infrastructures of the country prematurely deteriorate.

So what is the treatment: ENFORCEMENT OF THE EXISTING LAWS. And who are the most qualified law enforcers – the rich and powerful politicians and citizens or the people of the Philippines. Is there any disagreement here. After all sovereignty resides in the people that they should be empowered by whatever method available and appropriate which means the Jury Systems?

Any other reasoning, skepticisms and alternative remedies to the existing G&C that had not been resented and tried in the past FALL FAR SHORT to the remedy that can be achieved by the JS.
