Tension in Saudi Arabia - ADVISORY NG ATING EMBAHADA


Nakalagay din sa Arab News ang initiative ng Indian Embassy para sa issue na ito. Maglalagay sila ng mga legal offices with local lawyers to assist their nationals arrange and fix the working status. 

Isa rin ito sa immediate assistance na magagawa ng Embassy natin. Dapat LOCAL LAWYERS (yung mga Saudi lawyers) at hindi yung mga translator ng POLO na siyang gumaganap na mga abogado tuwing may mga kaso ang mga run away na Pinoy. I am not against them nor their system (sabi nga nila - buti nga meron). 

But in this case, a Saudi Lawyer is the one who can do it right. One of the reasons and alibi of the Embassy in hiring Saudi Lawyer is "masyadong mahal at hindi kaya ng gobyerno ang sweldo ng isang Saudi Lawyer - kasi hindi lang sampung kaso kundi 100 kaso". We dont want to go back to the issue of the OWWA billions -  nakaka-umay na!

Also, dapat din na magkaroon na ng contingency program for amnesty ang Embassy just in case magkaroon ng go signal or guidelines, ay kaunti na lang ang gagawin. As I have mentioned awhile ago, kung may 2.5 millions na illegal workers, kailangan 2.5 millions Saudi rin ang dapat na i-employ sa mga ministries. Gayun din sa Embassy natin, dapat magdagdag ng mga employees to assist Pinoys in this issue.

Also the Embassy should put up a legal office in cooperation with the Saudi lawyer sa labas ng Embassy at Diplomatic Quarter in order to serve the purpose. Ang mga illegal workers ay hindi pwedeng pumunta sa Embassy natin dahil nasa loob ng Diplomatic Quarters. Sa gate pa lang ng Diplomatic Quarters ay huli na kaagad ang mga illegal workers. Baka naman may mga legal assistance personnel pero nasa loob naman ng Embassy. Wala rin!

Also, the Filipino community and Pinoy organizations should join hands to assists the Embassy serve illegal Pinoy workers. Hindi lang ang run-aways ang nangangailangan ng tulong ngayon. They can start with their officers and members whose working permits are illegal or not yet legalized. The officers can also explain to their members the importance and the procedure. Ang kailangan lang, ay i-welcome uli ng Embassy natin ang mga Filipino Community organizations sa Embassy. Hindi lang naman absentee voting ang mahalaga ngayon.

The Embassy should also make campaign and advise all Filipino company, establishment and bank managers, doctors and executives to encourage, counter check and be vigilance of their fellow Pinoy illegal workers in their own company to start as early as possible working out their transfer of working permits. I am sure there are several project managers and doctors who are harboring Pinoy workers para makatulong o matulungan.

And lastly, for those Pinoy who are in the higher level management or administration, dont hesitate to volunteer your job vacancies to our fellow Pinoys. Yung mga professional organizations dyan at yung may mga capacity to form a data base of Pinoy workers, tulungan nyo naman ang mga kababayan natin para maging maayos ang kanilang mga trabaho para sa kanilang mga pamilya.

Ang 2.5 million na illegal workers para maayos ang papeles ng mga ito sa loob lamang ng 3 buwan ay suntok sa buwan. Unless the Saudi government will employ 2.5 million Saudis in the inter agency (MOI, MOL, MFA) to work for these documents in 3 months time. And we are sure that these ministries themselves will extend the deadline. Wala namang pinag-iba sa mga government employees ang frequency ng processing. They are all the same.

At ito pa, ang working visa ay inilipat o ililipat ng MOI (Interior) sa MOL (Labor). Ang akala nila ay copy paste lang ito sa USB to desktop computer. Processing the transfer of millions of working visa from one ministry to another will take years to have a zero bug. Kaya nung sitahin na ang development ng programa, ibinato sa illegal expats ang sisihan. Yung mga employers na violators ay hindi man lang nalalagay sa diyaryo o sa mga kuwentuhan na may dinakip na employer dahil sila ang employer ng illegal na workers. 

We dont expect any positive results for this three months grace period. It will only result to corruption and red tapes dahil mag-uunahan sa processing ng papel. And who will benfit these "lagay" kundi sila rin. Sa ganitong millions of documents, pati na yung mga badu na secuirty ng ministry ay manginginabang sa lagayan. 

Pero paraan at remedyo ang kailangan ng government natin for them to be involve if they wanted to. Ang grace period ay kailangan iapila na magkarron hindi lang ng extension kundi pati na ang category ng illegal workers. Hindi naman pare-pareho ang nature ng illegality ng isang workers. Kung mahahati ito sa limang category masmaganda para kunyari ang category 1 ay 3 months, ang category 2 ay for the next 3 months, ang category 3 ay for another 3 months, etc. ang point dito ay delaying tactic and proper appropriation of time.
