TRAGEDIES INHERITED BY THE DUTERTE ADMINISTRATION FROM THE AQUINO ADMINISTRATION


DENGVAXIA TRAGEDY

April 2016: the Department of Health (DOH) launched the dengue vaccination campaign in three regions namely:

1) Central Luzon, 2) Calabarzon and 3) Metro Manila. About 700,000 Filipino children received at least one dose of the vaccine three months prior to the end of the Aquino administration.

November 2017: Upon the press release by the dengue vaccination maker Sanofi Pasteur the Philippine Department of Health (DOH) Secretary, Francisco Duque III suspended the school based dengue vaccination program.

More than 800,000 Filipino children including some adults were vaccinated till November 2017. By this time, Filipino school children in some other regions of the Philippines were already included.

WEST PHILIPPINE SEA TRAGEDY

The following current officials of the Duterte Administration were being charged of a crime for continuing damage of the West Philippine Sea's natural resources:

1) Department of Environment and Natural Resources (DENR) Secretary, Roy Cimatu
2) Department of Agriculture (DA) Secretary, Manny Pinol
3) Philippine Navy Flag Officer, Vice Admiral, Robert Empedrad
4) Philippine Coast Guard Admiral, Elson Hermogino
5) Philippine National Police General, Oscar Albayalde
6) Department of Justice (DOJ) Secretary, Menardo Guevarra
7) Bureau of Fisheries and Aquatic Resources (BFAR) Director, Eduardo Gongona
8) PNP Maritime Group Director Chief Superintendent, Rodelio Jocsonare

They were all made as respondents to the crime submitted by the team of Atty. Chel Diokno.

The president of the Philippines, Rodrigo Roa Duterte, was also being blamed for both tragedies. Currently, his critics are preparing an impeachment rap against him after the failed attempt of Trillanes' and company to make Duterte answer for a crime against humanity before the International Criminal Court, at Hague, Netherlands over the alleged extra judicial killings (EJKs) of Filipinos.

2) July 2013 EXPOSE of Janet Lim Napoles' Pork Barrel Scam involving several congressmen and senators. Sad to say, only three legislators were politically persecuted.

One of the jailed senators, now senator elect for the second time, Bong Revilla had the wheels of justice overturned against his oppressors when he got acquitted by the anti-graft court.

When asked if he expected the ruling, Revilla told reporters: "Of course, because I know that I'm not guilty. I had been saying that all along."

Under intense grilling from Revilla's lawyers during the trial, witnesses presented by prosecutors recanted statements they had issued implicating Revilla.

One whistle-blower, Ms Marlina Sula, who worked as a clerk for Napoles, said she never met or witnessed Revilla receiving money from Napoles.

She testified that she instead saw a fellow whistle-blower, Mr Benhur Luy, who worked as records keeper for Napoles, forge Revilla's signatures in letters endorsing Napoles' bogus organisations.

Prosecutors, she added, had coerced her into backing Mr Luy's testimonies.

Revilla still faces 16 counts of graft. He posted 480,000 pesos in bail, so he could be set free after four years of detention.

3) November 2013 Yolanda Tragedy

By March, 2016, over two years after “Yolanda,” only 10 percent of the planned 20,893 homes had been built, according to an alliance of community and government organizations called Community of Yolanda Survivors.

On the third anniversary of the super-typhoon in November, 2016, newly elected President Duterte led a remembrance ceremony in Tacloban City. The government had now increased its housing goal to 205,128 resettlement units, but according to the National Economic and Development Authority (NEDA), only 14 percent had been finished.

4) January 2015 Mamasapano massacre of 44 Special Action Forces (SAF) personnel

The Office of the Ombudsman in November 2017 junked reckless imprudence resulting in homicide cases against Aquino, Purisima and Napeñas and instead filed graft and usurpation of authority charges with the Sandiganbayan.

The latter charges carry a lesser penalty.

The grieving parties have a pending petition with the high court questioning the decision of the Office of the Ombudsman to file graft and usurpation of authority charges instead of reckless imprudence resulting in homicide raps against former President Benigno Aquino III, former police chief Alan Purisima and former SAF chief Getulio Napeñas.
