A suggestion for a "Compromise Settlement To Buy Peace" in the Sabah Claim

To arrive at a peaceful resolution of this Sabah Claim, a Compromise Settlement To Buy Peace" has to be worked out between and among the parties involved.  "Pride" must be recognized and given some consideration and that should be made part of the compromise to avoid war or blood bath between and among all parties. 

To start with, all the living descendants of the original "owners" of the territory in question must regroup and unite and come forward to be identified in a written instrument. Among themselves, they must come to an agreement that they should be compensated for their interest in the territory.  They must "elect" or "appoint" a group of leaders from among themselves which will serve as a "Negotiating Commission" for their behalf that will bind all the Sultanate claimants. 

Next: Whoever or whichever wants to have a peaceful possession of that territory such as Malaysia, Indonesia and Manila, must determine the value of their respective claims and come to an understanding how much each should be compensated for, provided that the consent of the inhabitants of the territory affected by the compromise shall have given prior consent to stay as a citizen with the bidder of the territory. Once the total value of that claim is arrived at,  the party that can come with the most money should pay the rest under the understanding that the claimants will no longer lay further claim for their interest in the territory.   Further the highest bidder should thereupon negotiate with the "Negotiating Commission" of the original Sultanate Claimants.  The highest bidder shall have the right, with prior consent of the majority of the "citizens" of the territory, to cede or sell its acquired interest in the territory to a third party nation who may be interested to fully develop the ceded territory.  

An independent party must be retained by the negotiating parties to act as an "Escrow" that will hold funds and documents in the transaction and enforce compliance of the terms of the negotiating parties.  The only time this "Escrow" will distribute funds, documents and instruments of understanding, it must see to it that each party to this deal shall have all complied with its obligation. Once full compliance is achieved, distribution of funds to whom parties are due shall be paid, and the document vesting the territory purchased by the highest bidder shall be entitled to acquire the territory by "compromise purchase."  This escrow agreement must set a time frame within which the escrow shall close. 


The compromise shall clearly state that the parties have agreed to the compromise their claim in order to "buy" peace for and among themselves in perpetuity.  


Of course, this suggestion is not complete. At best, it is only rudimentary in finding a "road to peace" for all the parties involved. It is up for the parties to mutually agree on other provisions they can come up with to their common understanding and satisfaction. They must agree on a justice system that will have the power to enforce obedience to all parties and citizens of the territory. It may even include sports as a diversionary activity to develop friendship among the party participants in the compromise settlement.
