Apparently, there are some telltale changes in the way KGOR/KGCRs are NOW given out, reading between the lines of Memo 046, Series of 2009! Lazir's writings taking hold of wisdom and virtue, so the KOR Manual is now observed, as well as RA 646 respected/followed to the letter? Or why then did Esguerra not attend? Afraid to be cited in violation of RA 646, Sec 8?
