Marcos really messed up the Philippines by increasing the number of economic regulations in the constitution from 6 to 18 – a 300% increase!
The post Marcos regime of Aquino however did not do anything to turn the ship the other way around – made it even worse by going deeper – and expanding cronyism in the Philippines!
The post-Marcos regime made it worse by retaining the Marcos provisions – and adding 7 more – plus 16 constitutionally embedded welfare spending (talk about institutionalized pork barrel – or pork barrel on supersteroids!).

The 1935 Constitution had only 6 provisions related to the economy – listed under Article 13 – Conservation and Utilization of Natural Resources.
The 1973 Constitution had 18 provisions that controlled the economy – 15 under Article 14 – The National Economy and the Patrimony of the Nation, 3 under Article 15-General Provisions.
The 1987 Constitution has 25 provisions that control the economy – 22 under Article 12 – National Economy and Patrimony; 1 Under Article 14 – Education, Science and Technology, Arts, Culture and Sports Education; 2 under Article 16-General Provisions.
However there are the 16 new Sections of Article 13 – Social Justice and Human Rights which form the foundations of the Philippine Welfare State – which brings it up to a whopping 48!

The Aquino regime had the opportunity to repeal the restrictions imposed by Marcos – but they did not.
The crafters of the 1987 Philippine constitution even made it worse by adding more constitutionally embedded economic regulation and welfare spending.
The Aquino constitution defines the legislative capture of the Philippine economy by the Philippine oligarchy.
All these additional impositions are a waste – Muda.
Type one muda — adds no value and can be eliminated immediately. “That’s embarrassing. Let’s stop doing that.”
Type two muda — adds no value, but is required for the way things are currently done
(e.g. inspection, paperwork, and all of the above types of deadly waste).
Obviously, the crafters of the constitution (and the Pinoys who support an onerous flawed constitution) have not heard of the principle – KISS – Keep it Simple Stupid.

So having said that, it can now be said that things were indeed better during Marcos time vs the time after Marcos.
However, it can also be said that things were even better BEFORE Marcos time.
Therefore, a return to the economic policies of the time BEFORE Marcos is the BEST option.
