Dear All "INUTILE" Sovereign Filipino People:

We need to look beyond the personalities involved in the CJ Corona impeachment case.

The real complaining party in an impeachment case, I believe with due respect to the opinion of others, are the sovereign people while their Congressmen are merely their representatives and acting as their "Counsels". The SALN non-compliance of the Congressmen is their personal responsibility and it is not the fault of the people.

I think the "pare delicto" doctrine does not apply against the people in the impeachment. It is still the responsibility of the Congressmen to prosecute in behalf of the people the impeachment CJ Corona until it is fully decided by the Senate as the Trier of Fact.

Who will then prosecute the SALN filing non-compliant Congressmen? Of course, it is the sovereign people, too. However, we have a government monopolized justice system wherein public officials in power are the exclusive controllers of justice. It would be foolish for a Congressman to file a criminal case against himself for his violation of the SALN filing law. After all, he is just one of the controllers of justice.

Although how much "POWERFUL" the sovereign the people are and if CJ Corona and the Congressmen, as well as with the consent of the Senate will come to an agreement to settle the impeachment case among themselves, the people will be powerless, in fact, to prosecute all Congressmen, CJ Corona and the Senators (if any of the latter have not filed his SALN) for breaking the SALN filing law. Why? Because in this country, the Philippines, the Boss of Justice are the politicians and the Justices and not the sovereign people. The sovereign power of the people is NOTHING but a MYTH and unreal.

SO, HOW WILL THE PEOPLE PREVAIL IN THEIR BATTLE FOR JUSTICE against SALN non-compliant and corrupt powerful public officials?

SOLUTION: ADOPT THE GRAND JURY SYSTEM by public initiative with direct approval by the people themselves, not through Congress, and make the sovereign people the "COMMANDER" of JUSTICE. Please browse this LINK or the web site below to know how the Grand Jury operates:
