Europe Beware! NEVER AGAIN!

15 days to go till 26 April 2008...! Europe Beware! NEVER AGAIN!

Sir Zane,

I agree with you. Let's hope not SAME promise/s as 12 months ago!

Sir Paras TRICKED the European Knights to a meeting March 2007 with his "answer all accusations" call. I smelled the trick and didn't go! Brussels is about 500 plus kms. Not the distance! I drive a lot in Germany too.

Not ONLY did Sir Paras tricked many with his "important appointment" and must leave RIGHT AWAY gimmick! He asked attendees to SIGN a BLANK piece of paper for the MINUTES to be written on it! Add to that the CONFLICTING "official" MINUTES. With such tricks, I tended to believe the MINUTES prepared by the Europeans! Not because of what they are, but because NO ONE asks attendees to SIGN a blank MINUTES! Hell no!

While Sir Paras was in same El Filibusterismo chapter headed by Sir Lucien, the "boys" of Sir Paras petitioned IHQ to exalt Sir Paras to KGOR, but WITHOUT the knowledge of (BYPASSING) the Chapter Commander, Sir Lucien! (Does this explain how Sir Paras PAID BACK with KGORs for Sir Alcoba, Sir Nollas, Sir Guansing?) Then Sir Paras and his "boys" left El Filibusterismo, taking with them important photographs, files, records under their control! In 2003, a kind of "Gentleman's Agreement" was agreed upon that Sir Paras TURN-OVER El Filibusterismo records/photos/files in his possession, to the Chapter. Sir Paras PROMISED but he NEVER fulfilled this "Gentleman's Agreement"!

This 26 April 2008 "consultative" meeting could be another TRICK! Sorry for him but what can I think AFTER he got a ride as passenger in Sir Lucien's vehicle to Leitmeritz? All were organized/coordinated by Sir Lucien. Then came the report to IHQ by Sir Paras claiming the CREDIT! (Sir Lucien is a very UNASSUMING man! Sir Paras could lie and still get IHQ SUPPORT! BLAME goes straight to Sir Rogelio Quiambao!, Sir Paras' Godfather!)

Sir Virgilio Esguerra has a CHOICE! Either follow his conscience and ACT like an acting Supreme Commander, IAW Rizalian principles, going AGAINST (if he is BRAVE enough!) Sir Rogelio in the process! Or, PROMISE and DO NOTHING!

ONCE MORE, (with FEELINGS!) I WANT TO BE PROVEN WRONG...!!!

[Germans commemmorate the Holocaust, "Pogrom Night", etc. regularly! They say, "NEVER AGAIN!" They STOOD UP to their mistake! Indeed commendable of this people!!! The (brave?) Japanese couldn't do this as a people and wrote/re-wrote WWII, their version!]

We, TRUE RIZALISTS, may not STAND idle when INJUSTICE is done, especially in the name of the National Hero!

For country and people!

:)

RP CORRUPTION TOLL: P30 B A YEAR!

RP Corruption Toll: P30 B a year
Saturday, April 5, 2008

The World Bank (WB) estimates that the Philippine government loses about P30 billion a year to corruption.

By one estimate, an average of 20 percent to 30 percent of the value of every contract is lost to corruption or inefficiency about P30 billion a year, a draft report of the World Bank presented at the recent Philippine Development Forum (PDF) 2008 revealed.

The report also said the Philippine government's stability has dropped substantially in the last decade, from 11.0 in 1998 to 9.5 in 2004 then later to 5.0 in 2007.

Governance indicators were measured by the International Country Risk Guide (ICRG).

The report said that despite the presence of a strong civil society, an open media and highly capable individuals in government, Philippine governance continues to be eroded and is lower than the average for middle income East Asian economies.

Among the Philippines' neighbors, Vietnam had the highest rating in terms of government stability with 10.5 in 2007, followed by Malaysia (9.0), Indonesia (7.5) and Thailand and South Korea (both at 6.5).

The World Bank draft report defined governance as the manner in which the state exercises its authority over institutions which provide public goods and services, an important determinant of growth and poverty reduction.

The Corruption Perception Index (CPI) of Transparency International also indicated that corruption in the Philippines has worsened significantly more than (in) other countries.

The CPI fell from 3.3 in 1998 to 2.6 in 2004 then later to 2.5 in 2007.

The report said that the Philippines is perhaps the only country, with the exception of Indonesia, whose CPI has not improved over the last ten years.

In terms of CPI, Malaysia and South Korea had a rating of 5.1 in 2007, Thailand had 3.3, Vietnam, 2.6 and Indonesia, 2.3.

Bureaucratic Quality for the Philippines, meantime, remained at 3.0 from 1998 to 2007, the same as Indonesia and Malaysia, while South Korea and Thailand had 2.0.

The report said that corruption is perhaps the most visibly recognizable characteristic of weak governance.

But the report also stressed that the control of corruption requires a multi-faceted approach, including stronger checks and balances, audit trails and more corruption-resistant administrative procedures, systems and institutions.

Another important factor in fighting corruption is for the government to make its key decisions transparent, especially with regard the budget.

The report also gave credence to efforts undertaken by the administration to curb corruption, among them the improved budget formulation process as well as the coordination of oversight agencies.

The report also said that other factors that could likewise help strengthen anti-corruption measures are the existence of an independent Ombudsman, a Presidential Anti-Graft Commission and a series of rules and regulations that aim to increase the transparency and accountability of civil servants.

Dear Brother Knight and fellow Rizalist,

We both know that Dr. Jose Rizal transcended more than just the racial divide. To him the cause for humanity was far too important to allow minor differences to come in between like-minded people. We can deduce that if he were alive today he would not care at all whether one is a member of this Rizalist organization or that faction or some other group with a completely different name altogether. As long as we all have the same basic goal and objectives. And as long as we share the same spirit.

It is therefore in the name of and in the spirit of Rizal himself that I am reaching out to you to put aside what may differentiate us like such mundane thing as color of uniform, or whether one is a federalist or not and let us come together to celebrate the legacy of Rizal and learn together how best to apply what principles he has taught us. I would like to invite you to join a number of fellow Rizalists from various organizations around the world at the International Conference on Rizal to be held in Toronto, Canada on September 11-13, 2008.

On this special occasion we will have the honor of learning from the featured speaker Prof. Jean Quintero Hall of Western New Mexico University about her 25 years of deep study and research on Rizal. Although not a member of any Rizalist organization, if her work does not qualify her to be considered a “true Rizalist” I don’t know what does any one of us! So much so her scholarly achievements earned her such honors as one of the “Notable Women of America” and one of the “Most Outstanding Scholars of the 20th Century”.

As if that is not enough, at this conference we shall also be given the privilege of witnessing the highlight which is: an exhibit of some of the rarest photos of unpublished sketches made by Rizal discovered by a brother Knight Sir Lucien Spittael of Belgium. Like Prof. Hall we shall also learn from Sir Lucien what drove him to perform extensive work on Rizal’s life in order to possess almost all of Rizalian books, visit almost all the places Rizal had been to, made the same train and boat trips Rizal did in Europe, climbed all church towers Rizal climbed, and collect over 1,000 old pictures of places and buildings Rizal described in his reminiscences from hundreds of archives.

And if that still is not enough, we shall be favored with the additional input, information and insight from such illustrious personalities as Sir Don Brennock of Ireland, Sir Voltaire de Leon of the Rizal Society of Ontario and Sir Bobby Reyes of the International Society of Rizal Advocates (ISRA). For obvious reasons it would be prudent on my part not to divulge any more than I have already. You will have to find out the rest when you come. And come you must, miss it you must not!

To top off this once-in-a-lifetime gathering the cost is incredibly low: For the three day meeting (with a let-loose party squeezed in between) the all-inclusive cost with a three night ccommodation double occupancy is only Cdn$390.00 per person and Cdn$350.00 per person for a quad occupancy. All meals and sightseeing are included and all you have to look after is your airfare to Toronto. You will be happy to know too that you can register now and safely pay electronically through PayPal by accessing our website (www.rizalcanada.org) or via email. One way or the other please do let us know as soon as possible if you plan to attend. It will help us tremendously in our preparations.

We look forward to hearing from you soon. Thank you so very much.

Fraternally in Rizal,

(SGD) Sir Jun Zerrudo,

A TOP SECRET

After numerous rounds of 'We don't even know if Osama is still alive', Osama himself decided to send George Bush a letter in his own hand writing to let him know he was still in the game.

Bush opened the letter and it contained a single line of coded message:

370H-SSV 0773H

Bush was baffled, so he e-mailed it to Condoleezza Rice. Condi and her aides had not a clue either, so they sent it to the FBI.

No one could solve it at the FBI so it went to the CIA, and then to MI6. Eventually they asked the Mossad for help.

Within a minute the Mossad emailed the White House with this reply: 'Tell the President he's holding the message upside down.'

HAVE A GOOD LAUGH BEFORE YOU FORGET IT!

Two elderly gentlemen from a retirement center were sitting on a bench under a tree when one turns to the other and says: "Slim, I'm 83 years old now and I'm just full of aches and pains. I know you're about my age. How do you feel?"
Slim says, "I feel just like a newborn baby."
"Really!? Like a new born baby!?"
"Yep. No hair, no teeth, and I think I just wet my pants."

An elderly couple had dinner at another couple's house, and after eating, the wives left the table and went into the kitchen. The two gentlemen were talking, and one said, "Last night we went out to a new restaurant and it was really great. I would recommend it very highly."
The other man said, "What is the name of the restaurant?"
The first man thought and thought and finally said, "What is the name of that flower you give to someone you love? You know... The one that's red and has thorns."
"Do you mean a rose?"
"Yes, that's the one," replied the man. He then turned towards the kitchen and yelled, "Rose, what's the name of that restaurant we went to last night?"

Hospital regulations require a wheel chair for patients being discharged. However, while working as a student nurse, I found one elderly gentleman already dressed and sitting on the bed with a suitcase at his feet, who insisted he didn't need my help to leave the hospital.
After a chat about rules being rules, he reluctantly let me wheel him to the elevator. On the way down I asked him if his wife was meeting him.
"I don't know," he said. "She's still upstairs in the bathroom changing out of her hospital gown."

Couple in their nineties are both having problems remembering things. During a checkup, the doctor tells them that they're physically okay, but they might want to start writing things down to help them remember.
Later that night, while watching TV, the old man gets up from his chair. "Want anything while I'm in the kitchen?" he asks. "Will you get me a bowl of ice cream ?"
"Sure."
"Don't you think you should write it down so you can remember it?" she asks.
"No, I can remember it."
"Well, I'd like some strawberries on top, too. Maybe you should write it down, so's not to forget it?"
He says, "I can remember that. You want a bowl of ice cream with strawberries."
"I'd also like whipped cream. I'm certain you'll forget that, write it down?" she asks.
Irritated, he says, "I don't need to write it down, I can remember it! Ice cream with strawberries and whipped cream - I got it, for goodness sake!"
Then he toddles into the kitchen. After about 20 minutes, the old man returns from the kitchen and hands his wife a plate of bacon and eggs. She stares at the plate for a moment.
"Where's my toast?"

A senior citizen said to his eighty-year old buddy:
"So I hear you're getting married?"
"Yep!"
"Do I know her?"
"Nope!"
"This woman, is she good looking?"
"Not really."
"Is she a good cook?"
"Naw, she can't cook too well."
"Does she have lots of money?"
"Nope! Poor as a church mouse."
"Well, then, is she good in bed?"
"I don't know."
"Why in the world do you want to marry her then?"
"Because she can still drive!"

Three old guys are out walking.
First one says, "Windy, isn't it?"
Second one says, "No, it's Thursday!"
Third one says, "So am I. Let's go get a beer."

A man was telling his neighbor, "I just bought a new hearing aid. It cost me four thousand dollars, but it's state of the art. It's perfect."
"Really," answered the neighbor . "What kind is it?"
"Twelve thirty."

Morris, an 82 year-old man, went to the doctor to get a physical.
A few days later, the doctor saw Morris walking down the street with a gorgeous young woman on his arm. A couple of days later, the doctor spoke to Morris and said, "You're really doing great, aren't you?"
Morris replied, "Just doing what you said, Doc: 'Get a hot mamma and be cheerful.'"
The doctor said, "I didn't say that. I said, 'You've got a heart murmur; be careful."

One more. . !

A little old man shuffled slowly into an ice cream parlor and pulled himself slowly, painfully, up onto a stool. After catching his breath, he ordered a banana split.
The waitress asked kindly, "Crushed nuts?"
"No," he replied, "Arthritis."

Like those? Now, before you 'forget', send them on to some other folks you know who could use a good laff !
